The number could be decreased by any disadvantage or trauma that the Narrator thinks will negatively impact your chance to succeed. They can also apply other modifications.
You need to get at least two of a kind to succeed. The Narrator sets the difficulty and may tell you or keep it a secret depending on the situation.
